CAL has assembled this package to help teachers and administrators understand the essential components of dual-language education and how to implement high-quality, effective programs. This package can also be useful for practitioners looking for ways to evaluate and improve their current two-way programs. This book examines the role of program and classroom cultures in the development of bilingualism and biliteracy in two-way immersion students. Effective programs foster cultures of intellectualism, equity, and leadership.
