This report describes the research agenda for the National Center for Research on Education, Diversity & Excellence (CREDE). By summarizing findings from previous investigations that examined effective educational programs for linguistically and culturally diverse learners, and studies of effective educational reform in general, the author sets out principles for school reform. These include recommendations for developing curricula and instruction that build on the experience and skills of the learners’ homes and communities and developing language comprehension and literacy competence through all instructional activities. 1997.
