This report describes a research-based model of sheltered instruction in which teachers use specific strategies to teach academic content curriculum (e.g., social studies or math) to English language learners while promoting their English language development. The Sheltered Instruction Observation Protocol (SIOPTM), which operationalizes the model, is used by teachers to plan sheltered lessons and researchers to measure implementation of the model. The collaborative role of teachers and researchers in developing this model is explained, and instructions for using the protocol are provided. (EPR 3).
